According to Jiangsu Provincial Department of Natural Resources, the territorial space planning of 28 counties/districts in Nanjing, Wuxi, Changzhou, and Suzhou—four cities whose planning required approval from the State Council—has recently been approved by the provincial government. This achievement signifies that all counties in Jiangsu are now included in territorial space planning, creating a blueprint of full coverage and marking a milestone in developing a classified planning system. This system consists of planning at four levels (national, provincial, municipal, and county-level) and of three types (overall, category-based, and specific project-based).

In line with national plans and requirements, Jiangsu has clearly defined spaces for urban development, agricultural production, and ecological purposes in its county-level territorial space planning, ensuring thoughtful arrangements for the use of these functional spaces. The province has rolled out specific plans for the overall protection and utilization of natural resources, optimization of urban functions and structures, improvement of public services, construction of a modern infrastructure system, development of distinctive urban and rural areas, and comprehensive land rearrangement. These efforts aim to ensure the efficient use of space to support high-quality development.

Since the reform to integrate multiple regulations, Jiangsu has made significant strides in advancing a classified territorial space planning system. Its provincial, municipal, and county-level space planning has all been approved; detailed planning for nearly all central urban areas has been completed; and village planning has been developed where necessary and conditions permit. These achievements contribute to the completion and refinement of a comprehensive and final plan, reflecting Jiangsu’s enhanced capability in spatial governance.
